Constitution of Hazara Students Network Islamabad

PREAMBLE

Hazara student's network is a non-political and independent organization. That is for the students of Islamabad and its vicinities. It operates under a democratic and systematic frame work. To ensure this purpose the constitution is formed. And this instrument shall reflect the will of its members. Further it is provided that the dignity of every person must be of the highest importance which cannot be violated by any means. Any provision of the constitution is open for amendment by the members. The preamble is the rigid part of the constitution which cannot be made subject to any amendment.

Hazara Students Network is an independent network of students in Islamabad. It is a democratic and systematic network which is not affiliated to any Political Party. In order to ensure the main purpose of the network, some constitutions are developed. Constitutions are the written rules which primarily aims to protect member's existence, rights, dignity, liberty and freedom of speech. Any provision of the constitution is open for amendment by the members. The preamble is the rigid part of the constitution which cannot be made subject to any amendment.

PART I: INTRODUCTION

1.

Primary Functions

(1) The functions of Hazara students' network include, unifying, facilitating, and strengthening interactions among Hazara students. And to promote Hazaragi language and culture in Islamabad and its vicinities.

(2) To help and guide new Hazara students with the admissions and other accommodations.

The Hazara students' network primarily aims to provide academic support to the students in Islamabad. It provides a platform for the students to ask for guidance, support, recommendations, suggestions, and advice for their academic activities. It also aims to unify, facilitate, and strengthen interactions among Hazara students. Promoting Hazara language and culture in Islamabad has a secondary purpose of this Network.

Responsibilities

The organization is bound till the extent of its abilities. May conduct curriculum and non curriculum based events for the students on occasions as it deems fit.

The Hazara students' network is responsible to perform its primary function by conducting curriculum and non-curriculum activities occasionally. It is also responsible to endorse the secondary main purpose of network by promoting their language and culture.

3.

Membership by Registration

Every member's registration in the organization shall be acknowledged after fulfillment of registration form. This is an exclusive document for maintaining records. On the failure to do so. He /she is barred for claim of any kind.

4.

Termination of Registration

Every membership shall terminate on the completion of respective degree of that student as mentioned in registration form. Or by the cabinet members if they have sufficient prove that he/she has been involved in any obnoxious activity.

5.

Obedience to Constitution

It is the sole duty of every member to express in words and action absolute obedience to the constitution and loyalty to the organization.

PART II: PRINCIPLES OF POLICY

General Policy

Hazara students network (HSN) is an independent organization for Hazara students from anywhere. It has no affiliation with any other organization. It is not the offshoot of any political or non-political party.

7.

Responsibilities with Respect to General Policy

Every cabinet which is enforced for the time being is bound. To take all the decisions of the organization and make policy. And every act of the cabinet must be out of its own motion or by the members of the organization. No external pressure either wholly or partly is accepted.

8.

Financial Affairs

The organization may take non-conditional assistance from any one. But to comply with its functional machinery the organization may take assistance from its members in term of finance which should not be less then R$ 100 per month.

Provided that,

The organization can be held responsible for any event which has been financed by cabinet members. And every member at any time can get access into accounts of finance.

9.

Disabilities of Members

Save as the view of any member may be in terms of politics. No member is allowed to recite or propagate the view of any political party in the organization or use the organization's platform for any political purpose.

10.

Emergency Situations

The situations in which immediate response is needed the cabinet members may take certain actions or make policy as they deem fit. But keeping the constitutional parameters in view.

PART III: OPERATIONAL ORGANS

11.

Substantial Organs

The organization shall comprise of two main organs the cabinet and the Apex Committee.

12.

Qualifications for Cabinet Members

Every member is eligible for cabinet membership. The cabinet shall be elected by the members of the organization. That will serve the organization for the tenure of one year.

13.

Disqualification for Cabinet Membership

Any student whose member ship is not acknowledged by the organization is not eligible for cabinet membership and the student of first and last semester is also not eligible for cabinet membership.

Provided that,

The student who acquires the confidence of members of the organization is eligible for cabinet membership even if it is his first semester.

14.

Body of Cabinet

Every cabinet shall include. Chairman, general Secretary, Secretary Women Wing, Secretary Finance, Secretary Information, Secretary Administration and Secretary Afghan Students.

15.

Assistance to Cabinet

For the purpose of facilitation and connivance of organization the cabinet members may appoint Regional Heads from every institution. According to the desires of students of that institution.

16.

Appointment of Apex Committee

Every member who has previously served the organization in shape of cabinet member is eligible for apex committee and any other person. That the members deems fit he is eligible for apex committee.

17.

Functions of Apex Committee

The apex committee shall be the scrutiny body on the cabinet. And for smooth functioning of organization. It shall consist of five honorable members. It shall have the tenure of one year. The membership of any honorable member is subject to the will of cabinet members. And members of the organization.

PART IV: CABINET FRAMEWORK

18.

Chairman

It is the highest authority in the cabinet. The chairman shall lead the organization in all matters as well as decisions of organization. Subject to consultation and confidence of other cabinet members.

19.

General Secretary

_ All the authorities of chairman shall be exercised by the General Secretary in the absence of chairman. And assisting chairman in affairs of the organization is primary duty of General Secretary.
20.

Secretary Women Wing

It is the authority that reflects female member's representation. The said post is for the purpose of direct communication between female members and the cabinet. And all the issues and suggestion of female members shall be placed before cabinet by the said authority.

21.

Secretary Finance

This authority shall lead all the matters in term of finance. The said authority is under an obligation to keep record of every financial transaction. Since this authority hold highest responsibility. So the said authority can be held accountable for every transaction. And any member can get access into the books of records as of right.

22.

Secretary Information

_ This authority is responsible for all announcements and communications of any kind. And the records and files shall also be maintained by this authority.
23.

Secretary Administration

_ This authority is responsible for all administrative works. Along with managing all stuff for any event or meetings of the organization. In the absence of secretary administration his authorities can be exercised by any cabinet member.
24.

Secretary Afghan Students

_ This authority is responsible for communications between Afghan Students and the cabinet. And all issues and suggestions of Afghan Students shall be placed before the cabinet by the holder of this authority.
25.

Calendar and Gender

_ for the purpose of this constitution the word (He) shall include male and female both. And for every expression Gregorian calendar is to be used.
